External links of incoming links to your site are the most important factor in search engine optimization. Good quality links with keywords in anchor text, especially from relevant sites,  will result in high rankings for your web site. Engaging  a professional SEO company will help in getting a good number of quality links. 

Build great content or ‘authority’ content in your vertical or domain and you will get links from relevant sites automatically or on request is an old axiom, and also recommended by Google. But it does not hold true for commercial sites.

Sites of educational institutions, public institutions such as museums, industry associations, etc would find it relatively easier to get external links. Web masters would be keen to link to resource or reference sites.

Large, well known companies like IBM, Citi Bank, would get links from partners and authority directories like Yahoo Directory easily.

But if run a small or medium business, link building is hard work. Why would webmasters link to your site unless they get something in return? • Low page rank
• Paid directories where if you simply pay you are assured of getting your link approved
• No stated policy for paid links that clearly states that you are paying for a review, and your site would not accepted if it does not meet the directory guidelines (e.g., no porn or adult sites, no gaming sites…)
• Too few listings in many categories
• Too many listings in your category, where you page is buried in the Nth page of that category
